Tenant Utility & Council Changeover Guide

A step‑by‑step workflow to help landlords update utilities and notify councils during move‑ins and move‑outs.

Electricity Supply

Find the local network operator and current electricity provider.

Key Instructions

Use the Energy Networks Association tool to find the local operator.
Contact the operator if you need the MPAN (Meter Point Administration Number).
Take a clear photo of the electricity meter reading (include both rates if it is Economy 7).
Notify the current supplier of the change in responsibility.
Pro Tip

If the property has a smart meter, the readings should be sent automatically. However, always take a manual photo of the display as a backup to prevent billing disputes.

Water & Sewerage

Locate the water supplier for the property area.

Key Instructions

Enter the postcode on Water UK to identify the water and wastewater provider.
If the property has a water meter, record the reading immediately.
Contact Landlord TAP (supply@landlordtap.co.uk) if the address is not listed.
Inform the supplier of the new tenant details or the void period responsibility.
Pro Tip

Check for any slow leaks or dripping taps during the changeover. Even a small leak can significantly increase a metered water bill over a few months.

Council Tax

Inform the local authority of the change in occupancy.

Key Instructions

Verify the current Council Tax band for the property.
Find the local council website using the GOV.UK tool.
Complete the "Change of Address" or "Landlord Notification" form on the council portal.
Provide the move-in/move-out dates and the names of the new tenants.
Pro Tip

Ensure you provide the council with the tenants' full names and the exact start date of their tenancy. This prevents the council from incorrectly billing you for periods when the property was occupied.

Gas Supply

Identify the current supplier and ensure the meter reading is recorded.

Key Instructions

Go to FindMySupplier.energy and enter the property postcode.
Select the property address from the list.
Note down the Gas Supplier, MPRN (Meter Point Reference Number), and Gas Transporter.
Take a clear photo of the gas meter reading on the day of changeover.
Pro Tip

Always ask the outgoing tenant for their forwarding address. Utility companies often require this to send the final bill and close the account correctly.

Emergency Gas Contact

If you smell gas or suspect a leak at the property, call the National Gas Emergency Service immediately on 0800 111 999.
